Records requests and notices kept in an inbox

A request arrives by email, and no one can say how many are open or when each is due. We build a request page that logs each one, tracks a due date your clerk sets and shows its status. We document what was built to WCAG 2.1 AA, how it was tested and what is known to fall short.

On CivicPlus-class platforms, forms and PDF remediation are separate paid modules, and multi-year deals rise 3% to 5% a year (vendor-sourced). We build the forms layer that sits on the site you have. The entity owns the code and the data, which answers "what if the vendor leaves" and your records duties.

How much does an accessible municipal or special-district website cost?

A Focused build covers one workflow, such as a facility-use request or a records-request form, at $4,950. A full website for a town or district is quoted after a Blueprint, and Build + Extend, for several tools or user groups, is $22,500. For scale, public records from other states show website platform fees of $4,664 a year for a town of about 2,600 and $17,500 for the first year for a city of about 68,000, with forms and PDF remediation sold as extra modules (vendor-sourced, checked 2026-10-15).

What should a special district website include?

Start with what residents look for: meeting dates and agendas, contact details, how to file a records request, board member information, and budget and payment information. Your district's counsel or the state's Division of Local Government can confirm which items the law requires.

Can a vendor take on our accessibility liability?

No. ada.gov says an entity can't contract away its responsibilities. A vendor can build to WCAG 2.1 AA, test it and document it. Benchford does that. It does not certify anything and does not promise compliance.

What do you document so we can show good-faith progress?

What was built to WCAG 2.1 AA, how it was tested, what is known to fall short, and the dates. That record can feed your Accessibility Plan and Technology Accessibility Statement, which Colorado's rule for public entities (8 CCR 1501-11, under HB21-1110) describes as part of showing progress. We document. We do not certify.

Which purchasing thresholds do your prices sit under?

Rules we read on 2026-10-16: Focused, $4,950, is under the first quote line in Boulder (comparison shopping up to $9,999), Boulder County (no bid rules under $10,000), Longmont ($10,000 or less by purchase order or card), Lyons (Department Head approval to $5,000), Louisville (under $5,000), Lafayette (direct to $7,500) and St. Vrain Valley Schools (under $5,000). Complete, $9,850, is in the no-bid band in Boulder, Boulder County and Longmont, needs the Town Administrator in Lyons, and needs three quotes in Lafayette and Louisville. Complete plus 12 months of Essential care is $11,638, over $10,000. Quote the whole first term, ask your Purchasing office which band applies, and check the current rules.

What paperwork do you provide?

A quote on Benchford letterhead showing the whole first-term cost, a W-9 on request, and a written scope with an acceptance checklist. We do not split a purchase to stay under a line. A Blueprint is a paid scoping step, $500 or $1,500 and credited if you build within 30 days. It is not a free pilot. Calendar-year entities draft next year's budget from October to December, so ask your Purchasing office about timing now.
